Huge blow up beach balls, floating in the pool
Floating candles (might get in the way if people are swimming)

Lots of tea lights in and around the garden, along paths etc just pop them in small drinking glasses.

For the backdrop maybe just a surfboard standing up............

sandcastles........steal some sand from the beach could make a cook table deco

beachballs, frangipanis, leis (providing no one gets too drunk & tangled lol), I think you can get disco type or coloured floating pool balls from the cheapo shops.
